Endorse Skills: How does it work?

User types of Managers and above can choose to endorse skills that an employee did not add to their profile. 

This option will appear in the following scenarios:

When viewing an employee's job opportunities under their profile. 

When viewing Match to Position under an employee's skills profile. This is located explicitly under Skills to Train.

When viewing the employees under a specific Position.
